MONROVIA, LIBERIA-The Central Bank of Liberia (CBL) has proposed the printing of seventy-nine billion Liberian dollars to the National Legislature, from 2026 to 2030.
Speaking at a public hearing at the Liberian Senate on Tuesday, April 21, 2026, at the Capitol, CBL Executive Governor Henry Saamoi said,” The amount represents less than forty percent of the current money supply with the U.S. dollar dominating transactions in the country”.
Governor Saamoi named economic growth and higher transaction demand as key drivers that give rise to the printing of the seventy-nine billion LRD.
The CBL Executive Governor noted that the printing is also informed by the estimated seven percent rate of annual mutilation, which needs to be replaced.
He added that the projection for the printing is also aligned with Liberia’s low-inflation objectives, the de-dollarization agenda, and the effort for a single currency.
At the same time, the CBL is requesting the National Legislature to approve the emergency procurement of fourteen-point-seven billion Liberian dollars for the period 2026.
Governor Saamoi said,” The emergency printing is based on the movements of the exchange rate experienced in 2024-2025, with the future estimate of approximately two hundred”.
He told the Liberian Senate that ten billion of the fourteen-point-seven billion is intended for reserves, while four-point-seven billion is being projected for meeting transaction demand in 2026.
Governor Saamoi said,” The CBL is expected to open an international competitive bidding process to ensure transparency in medium-term cost issues, following the approval by the National Legislature”.
The Central Bank is also projecting a larger two-thousand-dollar Liberian dollar bank note in addition to the current family of Liberian Bank notes, subject to approval.
Meanwhile, the House Committee Chair on Banking and Currency, Anthony Williams, has assured that the National Legislature will thoroughly scrutinize the proposal from the CBL.
Representative Williams said,” Proper scrutiny will ensure trust and promote accountability and transparency in the printing process”.
He believes that the National Legislature has a critical role to play in ensuring that the Bank is well guided in the printing exercise.
The Maryland County District Two Lawmaker said, given the crucial nature of the printing, he is not sure such approval power will be given to the CBL in the ongoing extra sitting.
Williams believes that the printing requires enough time for proper scrutiny and review.
