Supreme Court of Liberia Reaffirms Previous Judgement against Former Finance Minister Tweah and Others

MONROVIA, LIBERIA-The Supreme Court of Liberia has reaffirmed its previous judgment against former Finance Minister Samuel Tweah and others.

The Court, on Thursday, February 12, 2026, denied Tweah and others’ petition that seeks to prevent their prosecution at Criminal Court ‘C’ because they enjoyed Presidential immunity under Article 61 of the 1986 Constitution of Liberia.

The Supreme Court acknowledged the inadvertence in its December 18, 2025, ruling in which it cited Section 2 (b) instead of Section 3 (b) of the National Security Intelligence Reform Act, in which the finance minister is a member.

However, the Court maintained that the mistake does not affect the conclusion of the December 18, 2025 opinion, as defendant Tweah and others do not enjoy the immunity granted to the President under Article 61 of the 1986 Constitution.

The Court then informed its Clerk to forward the mandate of the Court to Criminal Court ‘C’ to resume jurisdiction over the matter consistent with the law.
