Finance Minister Ngafuan Says Gov. Will Continue to Service Domestic, External Debts

MONROVIA, LIBERIA-The Minister of Finance, Augustine Ngafuan, says the Government of Liberia will continue to service both domestic and external debts through the national budget.

Minister Ngafuan also warned against demonizing debt payments, adding that they serve as a strategic instrument for financing infrastructure, expanding essential services, and unlocking long-term economic growth.

On the “Super Morning Show” on Thursday, November 13, 2025, the finance minister stated that the Public Financial Management Law mandates the country to pay what it owes to improve the government’s credibility.

Minister Ngafuan also disclosed that the domestic debt increased recently, because there were claimants that were not audited for validation by the General Auditing Commission (GAC).

According to the 2026 Draft National Budget, Liberia’s total public debt as of September 2025 stood at 2.70 billion US Dollars.

At the same time, Minister Ngafuan said,” The 2026 Draft National Budget is deeply rooted in the national development plan”.

However, he said that roads and electricity are being highly prioritized through extra funding from the budget.

The finance minister stated that both sectors are benefiting from two hundred million US Dollars through ArcellorMittal’s signature bonus.

Minister Ngafuan said,” Apart from the nearly sixty million USD allocated to the Ministry of Public Works in the Draft National Budget, fifty million extra was allotted for road development across the country”.

According to him, another fifty million USD was allotted to the Energy Sector to expand and reduce the cost of electricity.

The Minister of Finance, Augustine Ngafuan, assured that extra support to other key sectors will continue as domestic revenue mobilization continues to increase.

At the same time, he said the high marks scored by Liberia in the control of corruption and the government’s accountability, women in the economy, health expenditures, and market competitiveness.

The Finance and Development Planning Minister described the pass as significant towards the country’s journey to a second MCC Compact grant.

He also attributed Liberia’s passage in the MCC 2026 scorecard to a series of engagements held between President Joseph Boakai and U.S President Donald Trump in Washington, D.C., earlier this year.

Meanwhile, Minister Ngafuan said,” The Government of Liberia is determined to ensure that the country passes all indicators next year”.
