Liberia Calls for Stronger Int’l Action to Protect Civilians, Prisoners of War in Ukraine

MONROVIA, LIBERIA-Liberia is calling for stronger international action to protect civilians and prisoners of war in Ukraine, warning that violations of international humanitarian law must not go unanswered.

Liberia’s Permanent Representative to the United Nations, Ambassador Lewis Brown, made the call on Monday, August 10, 2026, during a major meeting of the UN Security Council on implementing international humanitarian law in Ukraine.

A release quotes Ambassador Brown as saying reports of severe mistreatment of civilian detainees and summary executions of captured personnel demonstrate the urgent need for accountability.

He called for the International Committee of the Red Cross to receive full and regular access to all detention facilities.

Liberia also proposed an “All-for-All” humanitarian framework to prioritize the release of seriously ill and wounded detainees and unlawfully held civilians.
