MONROVIA, LIBERIA–Public Sector institutions under Pillar Five (Environmental Sustainability) of the Government of Liberia’s ARREST Agenda for Inclusive Development (AAID) have begun a five-day Energy and Environment Sector Working Group (SWG) session to support preparations for the 2027 National Budget.
The technical exercise is being facilitated by the Ministry of Finance and Development Planning (MFDP) and hosted by the Ministry of Mines and Energy, which leads Pillar Five of the ARREST Agenda.
The United Nations Development Programme (UNDP) serves as Co-Lead, while the Environmental Protection Agency (EPA) is the Secretariat Lead.
Other participating institutions include the Rural and Renewable Energy Agency (RREA), Liberia Electricity Regulatory Commission (LERC), Monrovia City Corporation (MCC), Paynesville City Corporation (PCC), National Oil Company of Liberia (NOCAL), Liberia Petroleum Refining Company (LPRC), Liberia Petroleum Regulatory Authority (LPRA), and the Forestry Development Authority (FDA).
The working session aims to strengthen coordination among sector institutions and to develop a climate-smart investment project to support sustainable growth in Liberia’s energy and environmental sectors.
Participants are also reviewing budget preparation templates and procedures provided by the Ministry of Finance and Development Planning to ensure a coordinated approach to the 2027 National Budget.
Speaking on behalf of the Ministry of Mines and Energy, Deputy Minister for Administration Eudora Blay-Pritchard underscored the importance of collaboration in achieving Liberia’s environmental sustainability and energy development goals.
She praised participating institutions for assigning experienced technical staff to the exercise. She encouraged members to work together through openness, knowledge sharing, and commitment to produce meaningful results for national development.
Throughout the session, participants will identify sector priorities, review policy and institutional frameworks, assess financing opportunities, and develop practical implementation strategies.
Discussions are expected to ensure that proposed projects align with the ARREST Agenda for Inclusive Development, Liberia’s climate commitments, and broader environmental sustainability objectives.
At the end of the exercise, the Sector Working Group is expected to produce a coordinated investment roadmap, strengthen collaboration among participating institutions, and provide recommendations that will inform the formulation of the 2027 National Budget and future climate-resilient development initiatives.
According to the Ministry of Mines and Energy, the initiative marks an important step toward building a more sustainable, climate-resilient, and energy-secure Liberia through coordinated planning, sound environmental governance, and strategic public investment.
