Liberia’s Ministerial Complex wins China’s top Overseas Project Award

Monrovia, Liberia – On April 1, the winners of the 2020 China Construction Engineering Luban Prize (Overseas Projects) were officially announced, and the China-Aided Ministerial Complex Project in Liberia, constructed by Jiangsu Provincial Construction Group was one of the Prize winners.

The China Construction Engineering Luban Prize is the highest honorary award for project quality in China’s construction industry. The establishment of the “Luban Prize for Overseas Projects” aimed at encouraging the Chinese construction enterprises to implement the “going out” strategy and enhancing their competitiveness in the international market. In 2020, only 36 projects in China were selected for the “Luban Prize for Overseas Projects”.

Ministerial Complex is located in Monrovia, the capital of Liberia. This modern office building can accommodate 1,300 people for 6 ministries (bureaus), including the Ministry of Education, Ministry of Agriculture, Ministry of Labor, Ministry of Commerce and Industry,Central Service Agency, and Environmental Protection Agency. Inside the building, there are a multi-function hall for 400 people and a large conference hall for 500 people, as well as related sets of facilities. The project commenced on 25 October 2016 and was completed on 24 April 2019. The quality of the project was assessed as excellent both in the mid-term and completion inspection.

The project firstly combines the cloister architecture culture of the traditional Chinese courtyard with Liberian ethnic characteristics. The building enjoys a compact and simple overall layout, complete internal facilities, and advanced intelligent functions, reflecting a strong sense of modernity.

As a key project supported by the Chinese government, the main structure of the project is a “herringbone” large span beam on the top floor and a largely shaped eave with a large volume. Due to its complex shape, it was extremely difficult to construct this project. A number of factors posed great challenges to the implementation of the project, such as a wide range of decorative materials, complex installation systems, harsh local security environment, and lack of water resources.

Based on careful planning, the aid team strived for perfection and worked hard on this project. They adhered to the construction concept of “model leading, process control, strict inspection and evaluation, and achieving excellence once”, ensuring that the project was successfully awarded the “Luban Prize for Overseas Projects”. As a result, the project aid team would further establish a good brand image of JPC in the international market.
