Health Ministry, Partner, Launch Leadership, Management, Governance, Decentralization Framework

MONROVIA, LIBERIA-The Ministry of Health, in collaboration with the Ministry of Local Government, has launched the Leadership, Management, Governance, and Decentralization (LMGD) Framework.

The framework, launched with support from Expertise France and the French Agency for Development (AFD), seeks to strengthen health governance and improve service delivery nationwide.

The LMGD Framework represents a comprehensive package of four core documents, which include the policy, implementation strategy, standard operating procedures, and operational guidelines.

Speaking at the launch recently, Health Minister Dr. Louise Kpoto described the document as an achievement rooted in national ownership and collaboration.

Dr. Kpoto noted that the policy is the product of more than a ten-month initiative and inclusive consultations involving national and county-level stakeholders.

The Health Minister expressed appreciation to the French Ambassador to Liberia, Isabelle Le Guellec, for her leadership and continued support of Liberia’s Health Sector.

Meanwhile, Ambassador Isabelle Le Guellec has described the LMGD Policy as a milestone in the partnership between France and Liberia.

Ambassador Le Guellec noted that the framework aligns with France’s Global Health Strategy, which prioritizes strengthening health systems and advancing Universal Coverage.

She said,” The framework is not merely a policy document, but a comprehensive operational toolkit designed to endure beyond a single project cycle”.

Ambassador Le Guellec disclosed that through the BEHOL and Health projects, France is investing eight million Euros to improve leadership, coordination, and the initial training of midwives and health managers in Liberia.

The launch was convened under the theme: “Strengthening Health Governance for Better Health Outcomes”.
