Liberia Engages UN Security Council Permanent Members

MONROVIA, LIBERIA-Liberia is actively engaging members of the Permanent UN Security Council as Chair of the UN Sanction Committee.

The five Permanent Members of the UN Security Council are the United States, Russia, France, the United Kingdom, and China.

Each UN protocol regime is administered by the sanctions committee, which is chaired by a non-permanent member of the Security Council.

Under Article 41, the UN Sanctions Committee is tasked with a broad range of enforcement options that do not involve the use of armed force.

The Committee can also enforce comprehensive economic and trade sanctions, embargoes, travel bans, and financial or commodity restrictions on targeted countries.

In an interview on ELBC’s Super Morning Show on Wednesday, October 29, 2025, Foreign Minister Sara Beysolow-Nyanti said,” Part of President Boakai’s State Visit to France is to seek the backing of French President Emmanuel Macron.

Minister Beysolow-Nyanti recounted that at her recent meeting with the United States Secretary of State, Marco Rubio, she sought the approval of the United States.

The Liberian Foreign Minister expressed optimism that Liberia will get the approval of all P-5 countries based on President Joseph Boakai’s personal engagements with leaders of those countries.

Meanwhile, Liberia has extended its diplomatic relations with the Organisation de la Francophonie (OIF).

On Tuesday, October 28, 2025, Minister Beysolow-Nyanti met with Madam Louise Mushikiwabo, the Secretary General of the OIF, to reaffirm Liberia’s commitment to enhancing its global visibility and cooperation with Francophone and other member nations.

The discussions, according to Minister Beysolow-Nyanti, were framed within the border context of Liberia’s foreign policy re-orientation under the leadership of President Boakai, whose vision seeks to reposition Liberia on the global stage.

She outlined Liberia’s evolving foreign policy strategy to regain Liberia’s prominence in the world.

The Foreign Minister also noted that economic diplomacy, multilateral and regional cooperation, and broader partnerships will strengthen Liberia’s relations across the globe and also better position Liberia to play a stronger role within ECOWAS and the AU.

Foreign Minister Sara Beysolow-Nyanti also underscored that Liberia’s pursuit of OIF membership aligns with the Government of Liberia’s broader vision to deepen engagements that promote the development agenda of the President.

At the same time, the Secretary General of OIF has congratulated Liberia on the historic win of a non-permanent seat on the UN Security Council.

Madam Mushikiwabo indicated that Liberia has been off the global leadership radar for some time and welcomed Liberia’s decision to seek membership with the OIF.

She said,” OIF presents the opportunity to strengthen alignments, gain new allies, and engage across various interests that represent diverse blocs”.

According to her, OIF has over ninety members, and Ghana just became a full-fledged member in 2025.

Madam Mushikiwabo said,” The organization is moving beyond Francophone countries and promoting cross-continental convergence with values of democratic governance”.

OIF boasts of countries such as Ireland, Cambodia, Qatar, the UAE, Romania, Austria, Serbia, and others that are non-Francophone as members of various categories.
