MONROVIA, LIBERIA-President Joseph Boakai has spoken of the Government of Liberia’s ongoing efforts to improve the livelihood of Liberian citizens and foster good governance through the implementation of the ARREST Agenda for Inclusive Development.
Addressing the 80th Session of the UN General Assembly on Tuesday, September 23, 2025, in New York, the United States of America, President Boakai said,” The Agenda, which aligns with the country’s National Vision of 20230, seeks to transform Liberia into a lower-middle-income country and lay the foundation for a capable state by 20230”.
Through the instrument, President Boakai committed the government to reducing inequality, poverty and ensuring that every Liberian benefits from the dividends of peace and development.
The Liberian Leader also highlighted concrete steps that the government has instituted in tackling corruption, while promoting programs of integrity and transparency.
The pillars of the ARREST Agenda for Inclusive Development include Agriculture and Food Security, Roads and Infrastructure, Rule of Law and Good Governance, Education and Skills Development, Sanitation and Health, as well as Technology and Innovation.
Meanwhile, the UN Secretary General, Antonio Guterres, has assured the UN’s readiness to align its country team’s efforts with Liberia’s national priorities, including economic diplomacy, environmental protection, and social development.
Guterres praised President Boakai’s agenda as a forward-looking response to Liberia’s challenges and assured him of the UN’s continued engagement, including the mobilization of international support and fundraising for Liberia’s programs. He also commended the Liberian Government’s progress so far.
His comments were made during a bilateral meeting with President Boakai on the margins of the ongoing 80th UN General Assembly in the U.S.
According to a dispatch, the two leaders exchanged views on peace, reconciliation, sustainable development, and Liberia’s new role as a non-permanent member of the UN Security Council.
For his part, President Joseph Boakai emphasized Liberia’s position on peace, justice, and reconciliation, noting the importance of implementing recommendations of the Truth and Reconciliation Commission, including support for the establishment of a War and Economic Crimes Court.
The Liberian Leader also stressed Liberia’s dedication to addressing climate change and that the country holds nearly half of West Africa’s remaining rainforest, and stressed the need for international partnerships to protect this global resource.
