MONROVIA, LIBERIA-A recent study tour conducted by a high-level Liberian inter-ministerial delegation to Sierra Leone has underscored the need for a structured and coordinated approach to performance management within the entities of Government.

 According to the delegation headed by the Director General of the Liberian Cabinet, Nathaniel Kwabo, one of the pivotal lessons from the tour was the necessity for a central system to track performance across all the government bodies effectively.

The team said the system would ensure that the government’s commitments are consistently monitored and evaluated at the highest levels, promoting accountability and transparency in public administration.

Key findings highlighted include the importance of aligning national development priorities with institutional goals and cascading these targets down to individual roles.

The delegation noted that the alignment ensures that every government employee is contributing toward a unified vision while still addressing specific sector needs.

According to a dispatch, a particularly compelling insight was the integration of resource mobilization within the Performance Contracting System (PCS) framework.

It said that by empowering ministries, departments, and agencies to generate their revenue, this model strengthens the national fiscal envelope while enhancing financial sustainability.

Meanwhile, the government is expected to begin its first annual Performance Appraisals this March.

The appraisal process will assess each institution’s performance against its contractual targets, measuring progress in key areas of service delivery and systems strengthening.

A release from the Cabinet Secretariat said findings from the process will help the government to identify high-performing ministries and agencies and those needing additional support or corrective measures.

The release termed the upcoming event as a historical milestone in the country’s governance reform efforts, ensuring that institutional performance is directly linked to executive oversight and national development goals.

The release added that President Joseph Boakai is expected to lead the evaluation process of all heads of ministries, agencies, and commissions (MACs).

More than ninety ministries and line agencies have so far signed the performance contracts for the 2024 cycle and are reported to be actively implementing their assigned targets.
