MONROVIA, LIBERIA-The Liberia Opportunity Industrialization Center (LOIC) has officially launched its Five-Year Strategic Plan, focusing on improving the quality of training, modernizing TVET programs, and strengthening staff capacity across its centers.
LOIC Executive Director, Rufus Monroe, said,” The plan sets a clear direction for the institution’s growth and empowering Liberian youth towards sustainability and poverty reduction”.
Director Monroe noted that it also aims to train five thousand youth in key vocational disciplines, including electricity, auto mechanics, plumbing, cosmetology, and agriculture.
The ceremony, which was held in Sinkor on Wednesday, December 3, 2025, brought together government officials, partners, staff, and beneficiaries to celebrate decades of impact and to chart a new course for youth empowerment in Liberia.
Meanwhile, LOIC Board Chairman, Joseph Duwor, has called for national and partners’ support to strengthen skills training, standardize certification, and increase employment opportunities for Liberian youth.
He said,” The institution’s new strategic plan, estimated at 10.5 million United States dollars, will require significant financial support to implement”.
At the same time, the LOIC has officially dedicated a state-of-the-art multi-purpose building in honor of the late Solomon King.
According to LOIC Executive Director Rufus Monroe, the dedication symbolizes LOIC’s renewed commitment to expanding opportunities for the country’s growing youth population.
Director Monroe praised the late Solomon King for his unwavering commitment to youth development and for initiating the construction of the facility during his tenure.
He said plans are underway to deepen partnerships with development organizations and private sector actors to support the government’s youth empowerment vision.
The new structure will serve as a hub for technical training, institutional events, workshops, professional development, and community activities.
Meanwhile, the Civil Peace Service Network National Coordinator, Decontee George, emphasized LOIC’s long-standing role in helping young Liberians acquire life-changing technical skills, and also pledged their support to the institution.
