Liberian Senate Conducts Public Hearing on Proposed Road Concession Agreement…

MONROVIA, LIBERIA-The Liberian Senate is currently conducting a public hearing on the proposed road concession agreement between the Government of Liberia and PAVI FORT-AL ASSOCIATES Incorporated.

PAVIFORT AL ASSOCIATES Incorporated is a Sierra Leonean Civil Engineering and Construction firm with a background in design-build, pre-construction, construction management, and contracting services.

According to the ELBC Legislative Reporter, the hearing is being conducted by the Liberian Senate Joint Committee, comprising the Committees on Public Works, Concession, and Investment.

Others include Transport, Ways, Means, Finance and Budget, Public Accounts and Audits, and Judiciary.

The agreement, received and submitted by the Executive in July 2025, covers asphalt pavement of 255 kilometers of road over five years at a cost of over 364 million US Dollars.

Under the agreement, PAVIFORT AL ASSOCIATES has agreed to build, operate, and transfer arrangements for the St. Paul Bridge to Klay Road in Bomi County, Klay to Bo Waterside Road in Grand Cape Mount County, and Klay to Tubmanburg Road in Bomi County.

The concession agreement also includes the Madina to Robertsport road in Grand Cape Mount County, and Voinjama to Mendikorma in Lofa County.

Meanwhile, the Ministers of Public Works, Finance, Justice, and Transport, the Chairman of the National Investment Commission, and the Executive Director of the PPCC are expected to appear at the public hearing.

They are providing additional information and justification before the Liberian Senate’s ratification.
