U.S. State Department Attorneys Recognize Liberia’s Flourishing Democracy

MONROVIA, LIBERIA-Lawyers representing the United States Department have recognized Liberia’s thriving democracy since the end of the country’s fourteen-year civil war.

The U.S. Justice Department Attorneys also acknowledged Liberia-U.S. relations, stressing that the country is one of the U.S.’s closest partners on the African continent.

Their recognition of Liberia was contained in several court filings through the Department of Homeland Security, as part of arrangements for the deportation of Salvadorian Kilmar Abrego Garcia.

Abrego Garcia, who had been living in the State of Maryland with his wife and children, was deported in March to El Salvador’s CECOT mega-prison, despite a 2019 court order barring his deportation to that country due to fear of persecution.

The U.S Administration claimed that he was a member of the criminal gang MS-13, which his family and attorney denied.

He was then taken back to the U.S in June to face human smuggling charges in Tennessee, to which he has pleaded “not guilty”.

After being released into the custody of his brother in Maryland, pending trial, Abrego Garcia was again detained by immigration authorities and is currently being held in Pennsylvania, where the U.S. government has told his attorneys that it intends to deport him to a country other than El Salvador.

Meanwhile, the Liberian Government, on Friday, October 24, 2025, assured Garcia’s deportation process will be undertaken in direct coordination with competent Liberian security, immigration, and justice authorities.

The government also said,” The process will include international partners as part of efforts to guarantee the highest standards of safety, transparency, and humane treatment”.

According to the statement of the government issued by the Ministry of Information, the implementation of the decision is being carried out with several safeguards.

It is named comprehensive security screening and vetting by the relevant Liberian authorities prior to and upon arrival, respect for due process and human rights, including access to appropriate legal and procedural protections in keeping with international obligations.

The Liberian Government maintained that there will be non-refoulement assurance, ensuring that Garcia will not be returned to any country where he may face substantial risk of persecution, torture, or other serious harm.

Meanwhile, the government says there will be smooth coordination with the United Nations and other partners to explore durable and lawful solutions consistent with international law, potential resettlement, or lawful transfer where appropriate.
