Visiting Millennium Challenge Corporation Team to Liberia Begins Assessment…

MONROVIA, LIBERIA-The visiting Millennium Challenge Corporation (MCC) delegation has begun assessing the Constraints to Growth Analysis facing the Liberian economy, as part of the ongoing efforts to evaluate the country’s eligibility for the MCC second Compact.

The assessment began with the Ministry of Finance to be followed by the Ministry of Foreign Affairs, National Investment Commission, Central Bank of Liberia, Liberia Institute of Statistics and Geo-Information Services, Ministry of Mines and Energy, and the Liberia Extractive Industries Transparency Initiative.

Speaking at the start of the assessment on Wednesday, September 24, 2025, in Monrovia, MCC Managing Director for Africa, Carrie Monahan, praised the Ministry of Finance’s coordination in arranging a comprehensive and productive agenda for the assessment.

Madam Monahan said,” The MCC is proud of the partnership between Liberia and the United States and the work accomplished during the MCC’s first Compact to Liberia, and consideration of Liberia for a second Compact is a strong statement to the results achieved”.

The MCC Managing Director for Africa disclosed that the recognition of Liberia for a second Compact of the MCC also reflects the country’s demonstrated leadership, commitment to reform, and active engagement, developmentally.

Meanwhile, Acting Finance Minister Anthony Myers has expressed gratitude to President Donald Trump and the Government of the United States for reconsidering Liberia for a second Compact.

According to Minister Myers, Liberia has since begun preparations for the second Compact, before a pause in the process earlier this year, while welcoming the resumption of discussions surrounding the grant.

The Deputy Finance Minister for Fiscal Affairs expressed optimism that Liberia will be selected for the second Compact, citing the long-standing partnership between Liberia and the United States, and both nations’ shared commitment to development.

Minister Myers also disclosed that the MCC delegation’s detailed itinerary reflects a strong interest in understanding the complex economic challenges Liberia faces, an instrument that looks beyond economic development with keen interest in fostering social progress and trade.

The Millennium Challenge Corporation Constraints to Growth Analysis is a central component of the MCC’s evidence-based approach to development assistance, ensuring that Compact investments target the most required constraints to economic growth and poverty reduction.
