RWANDA-Liberia’s Comptroller and Accountant General wants public services decentralized for stronger financial controls and greater accountability in government.
Elwood Netty noted that Liberia continues to rely heavily on Central Government Systems, including for procurement and salary payments.
He made the statement during the fourth day of Liberia’s decentralization study tour of Rwanda, where Liberian officials are examining how the country manages public finances and transfers resources to local governments.
Netty commended Rwanda for integrating its public financial management systems, linking national planning and budgeting with spending, monitoring, and accountability at the local level.
In his remarks, Rwanda’s Minister of Finance and Economic Planning, Godfrey Kabera, expressed delight over the longstanding relations between Liberia and Rwanda over the years.
