Pres. Boakai Hands Several Instruments for Amendment

MONROVIA, LIBERIA-President Joseph Boakai has submitted several instruments to the Liberian Senate for amendment.

The instruments include an act to amend the act establishing the Liberia Anti-Corruption Commission (LACC) and an act to amend Title 26, Penal Law, Liberian Code of Law, revised to provide for illicit enrichment and corruption.

Others are an act to amend Part Five and Twelve of the National Code of Conduct for all public officials and employees of the Government, and the third amendment of the ArcelorMittal Mineral Agreement.

In his communication, President Boakai said,” The enactment will significantly enhance Liberia’s institutional capacity to combat corruption, promote transparency, and foster development.

The Liberian Leader urged the National Legislature to give the instruments due consideration to enact them into law.

At the same time, the Senate Joint Committee on Concession, Mines, and Energy, Judiciary, Ways and Means, and Finance has begun reviewing the 3rd amendment to the ArcelorMittal Mineral Development Agreement (MDA).

It followed the submission of the proposed instrument by President Boakai on Tuesday, January 13, 2026, to the National Legislature.

The MDA framework provides that Liberia is granted the right to establish a multi-user rail regime under the Rail System Operating Principles.

ArcelorMittal Liberia is expected to make an upfront payment of $200 million upon ratification of the agreement by the National Legislature.

Under the agreement, ArcelorMittal Liberia will contribute five million dollars annually for community development within the concession areas.
