MONROVIA, LIBERIA-The Liberia Civil Aviation Authority (LCAA) has restored its voting rights within the International Civil Aviation Organization (ICAO), following a period of suspension.
A release from the institution disclosed that Liberia restored its voting rights at the Forty-Second ICAO Assembly held in Montreal, Canada, on September 28, 2025.
The release said the LCAA has additionally secured a strategic partnership, including the modernization of the Roberts International Airport (RIA).
According to the release, Liberia’s voting rights were restored following the settlement of outstanding financial obligations, marking Liberia’s re-entry into the ICAO decision-making arena and restating the government’s firm commitment to advancing global civil aviation safety, security, and sustainability.
Speaking during the ICAO assembly, the Director General of the LCAA, Julius Dennis, emphasized that voting rights are a monumental step forward for Liberia, as they empower the country to contribute meaningfully to official policy discussions that shape the future of the ICAO and align with Liberia’s vision to uphold the highest safety and regulatory standards.
Beyond claiming its voice and voting rights, the LCAA maximized its presence at the assembly through a series of impactful engagements, including a collaborative agreement with representatives from the Qatari Government, who committed to providing financial support to clear Liberia’s remaining debt to the ICAO, along with technical training to strengthen the LCAA’s institutional capacity.
The LCAA also forged a technical cooperation to design a comprehensive training program tailored to address critical gaps identified in the 2022 ICAO Universal Safety Oversight Audit Program audit.
The initiative focuses on enhancing Liberia’s regulatory oversight and professional development capabilities, directly targeting the nation’s effective implementation (EI) score, which currently stands at a challenging 27.4 percent.
