Deputy Foreign Minister for International Cooperation and Economic Integration, Dr. Ibrahim Nyei, signed on behalf of Liberia, while the Rwandan Foreign Minister signed on behalf of his country.

The agreement also aims at fostering collaboration in various sectors, including air transport, information communications technology and digitalization, education, e-governance, and health.
